Sysatem clock is using "LONG" seconds

My PC is older-Dell dual core Intel with XP. When booting, there is a "choose OS" page that times out 30 seconds. However, it suddenly began taking a very long time-I could see the timer was sluggish, so using a stop watch, I checked the interval between seconds...it's taking about 7 seconds to count down ONE SECOND on the system clock! Needless to say, it is also now running very slow in general. How can I fix this?
 
Solution
You could try and replace the CMOS battery on the system board. It might (and I need to emphasize *might*) clear up some of the problems. There does seem to be, however more than one issue with your PC.

I replaced the CMOS battery as a first step about 2 weeks ago. I have also run Norton AV & MalwareBYTES repeatedly; with no interesting results. I discovered some "junk" software that had somehow been installed around the time the issue seemed to start, and uninstalled that using REVO...again; nothing changed.
While the "seconds" don't seem to be getting any "longer"; the machine feels like it is getting very slightly but progressively slower each day. This is kinda subjective; but I have no way to quantify it.
You say "more than one issue". Could you expand this statement?
