The famous checklist answers
1.Did you carefully read the motherboard owners manual?
Yes

2. Did you plug in the 4/8-pin CPU power connector located near the CPU socket?
Yes

3.Did you install the standoffs under the motherboard?
Yes

4.Did you verify that the video card is fully seated?
Yes

5.Did you attach ALL the required power connector(s) to the video card?
Yes

6.Have you tried booting with just one stick of RAM installed?
Yes tryed all possible combinations (Slots and sticks)

7.Did you verify that all memory modules are fully inserted
Yes

8.Did you verify in the owners manual that you're using the correct RAM slots
Yes

9.Did you remove the plastic guard over the CPU socket?
Yes

10.Did you install the CPU correctly?
Yes

11.Are there any bent pins on the motherboard/CPU?
No

12. If using an after market CPU cooler, did you get any thermal paste on the motherboard, CPU socket, or CPU pins?
No i did not

13.Is the CPU fan plugged in?
Yes

15. Are any loose screws laying on the motherboard, or jammed against it? Are there any wires run directly under the motherboard
No

14. If using a stock cooler, was the thermal material on the base of the cooler free of foreign material, and did you remove any protective covering?
Yes

16.Did you ensure you discharged all static electricity before touching any of your components?
Yes

17.Did you install the system speaker
Yes

18.Did you read the instructions in the manual on how to properly connect the front panel plugs?
Yes and there not connected (starting pc with a wire connecting both the power sw pins)

19.Did you turn on the power supply switch located on the back of the PSU?
Yes

20.Is your CPU supported by the BIOS revision installed on your motherboard?
Yes

21.Have you tried resetting the CMOS?
Yes many times

22. If you have integrated video and a video card, try the integrated video port.
Nothing

23. Make certain all cables and components including RAM and expansion cards are tight within their sockets.
Yep

And after that still no beeps or changes,

So pulled motherboard out off the case, set it on a wooded plate and disconnected everything en left nothing then the PSU and CPU (CPU fan aswel)on there

Results
No beeps only Cpu Fan spinning

So i bought a new PSU and it didnt change anything still stuck with a Cooling machien.

I have no clue how to proceed next.

Can you please help me out on how to proceed with testing (finding the problem)

Solution
You said the problem remained while bread-boarding (with the graphics card removed). That possibility is mute until the bread- boarded motherboard is resolved.

If you have no beep codes on the bread- boarded motherboard, that implies that the motherboard is bad. If you have enough power to power the fans, then you have enough power to run the motherboard and CPU. If the CPU was bad , it would have a beep code. If the memory was bad , it would have a beep code. The graphics card isn't installed, so it is eliminated. That leaves the motherboard.
Your computer is freezing and or not posting. The main cause of this is a power problem. Either an inadequate power supply was installed or a marginal power supply that has deteriorated to the point that it is now inadequate to power the system when stressed.

The next possibility is a memory problem. This could be a problem with the RAM or the motherboard memory controller.

The next possibility is a driver issue. Primarily this is due to a graphics card driver issue. It is usually corrected by uninstalling the graphics drivers using a utility like driver sweeper or DDU and then installing the latest driver.

Since you bread-boarded the motherboard with no beep codes present, that would eliminate the memory possibilities.

To determine the power situation I would need a build list (particularly the graphics card and current power supply.

The graphics driver remains a possibility.

Hi

If you get this far it means the motherboard or CPU or both have died
or bios corrupted

Do you have access to a spare of either ?

Have you looked at capacitors on motherboard especially round the CPU under a bright light?
(for bulges or leaking)
Is there sign of burning on any components on motherboard ?
is there a dual bios and a jumper to change the boot bios ?
