That's what I got so far. He doesn't mind too much if we switch to a AMD Processor, he just prefers Intel and NVidia parts.

He'll have the money in two weeks at the latest, this Friday or next Monday.

He's already got a DVI-D monitor, I believe it's a 19" (I think that's the standard one, with the screws.)
He'll be using it for gaming and multi-tasking on web browsers, so a quad core will probably be the most useful for it.
He does need an OS, but I might have a fix for him, I can figure that out eventually.
Preferred websites would probably be Newegg, Amazon and maybe OutletPC. I don't know how good the support and handling is for OutletPC or the American version of Newegg but I've never had problems from the Canadian one.
He lives in Tennessee, where exactly, I don't know but I can ask him the next time he's online which should be shortly after I'm done editing this.
Part preference is usually Intel and NVidia, but he doesn't mind if he uses a mix of the two to stay within price range. As for everything else, so long as it's a trust-worthy company, it's fair game.
Overclocking is a no, it's not really necessary.
Multi-GPU is a no.
Resolution I'll have to get back to you on, but I believe it's standard 1920 x 1080.
Additional comments: I should mention, a different case would likely be nice, something with good airflow and the ability to mount fans on the window or on a vent. The AF-2 is very gorgeous with it's rugged military look, but it doesn't have the ability to mount fans on the side or really have that much of a good airflow.
His old PC died on him after a storm, so it's likely the CPU is fried and maybe other parts. He's going to salvage what he can, but it's likely he'll just build a straight brand-new one.
