Screen Refresh Problem

Getting a display flicker almost like looking at an old TV through a cell phone camera.
I've RMA'd GPU twice and bought a different monitor and i'm exhausted on things to try. it only happens when in games.
Monitor: ACER P216HL 1920 x 1080@60Hz
GPU: XFX Radeon HD7850 Ultra Overclock Edition.
ANY help would be greatly appreciated.

check if you dont have any power cable that could made this over the monitor video cable also do you have a surge protector on that system post a picture of the screen .

Turn your speakers down, but this is whats going on. only does it in games, otherwise picture is crystal clear.
no cables are overlapping, system is grounded and on a surge protector.

did not see any abnormal picture but a good electronic music .

Its almost like the refresh rate is showing on the screen, like when you run 1080 @ low Hz, etc.
If you look at the grey section of the screen you can see it.

i see a little fluctuation on the lower gray right pictue that could be the glass panel vibrating with the bass beat in the music let see if someone else find something .
