Best overall cpu cooler under $150

I've started buying components for my build, but the one thing I can't decide on is what cooler to use for my 4690k. I'm looking to overclock as much as possible (I'd love to hit 5ghz, but that's probably unlikely, even with the improved TIM.) I'm open to AIO coolers and custom loops, and I would go with an air cooler if it were significantly better, but I'd have to change my ram, and the idea of that heavy thing dangling off the motherboard during transport kind of scares me. Noise isn't too much of an issue, as I have headphones for gaming, but I would like it to be fairly quiet when the cpu is only under a light load. I'm considering the corsair h110 because of its big radiator, as well as the swiftech h220 because I've heard that it has a superior pump and radiator to other AIO coolers. Thanks in advance for any suggestions.

So can I not get a food liquid cooler for around $150? Wouldn't something like this outperform an air cooler?

If you don't mind doing custom water, yes that is better. My statement was about closed loop coolers as they are not as good as top air coolers and are actually much worse in some instances.

No, I don't mind. I think it would be fun to set up my own cooling system. So would you say that XSPC kit is the best I can get for $150 then? Or do you know of another one that would be better?
