I just finished building my first ever desktop. When I started the boot drive (hdd from old laptop with windows 7 on it) Windows went into startup repair mode, And has been sitting there for quite some time

You need to do a clean reinstall. You cant just swap an OS from one system to another the majority of the time it will not boot, and even of it does it it won't run as well as it should. You will probably also need to buy a windows license. The one from the laptop is most likely OEM and can only be legally used on that laptop. If it's does happen to be a retail copy you still need a clean reinstall.

The HDD you have now will work. You just need to reinstall the OS to get it to boot on the new system. If the HDD is 5400rpm(common it laptops) then ou may want to replace it as it will be painfully slow. You'll want at least a 7200rpm HDD. I you have some extra cash a SSD(for OS) and a HDD(for storage).
