well in general, and I'm going to spec for desktop....

the more powerful the system, the better, well lets say we have a lot of money...
cpu i7 4970k
memory 16-32 gb ddr3 (1600mhz)
video card can be either gtx 780ti either titan either quadro k6000 or whatever they have in the quadro series
with storage is basicaly like a simple desktop, a fast ssd for booting and programs ( I would say between 128-256gb), and for storage it depends... it can be 1 hard drive it can be 2 hard drives in raid 0, it can be 4 hard drives in raid 10... it all depends... if you just edit some videos for yourself from time to time, 1 hard drive is enough. If you do a lot of editing, a raid 0 will have a benefit. If you are actualy producing video content and you earn money by doing so, it is recomended raid 10 (I hope you know what raid 0, 1 , 10 mean though)...

networking, I dont know, it all depends what do you do, generaly simple internet connection, cant add a lot here.

what about memory... well Id say it goes as simple as any desktop use - the more you have the more you can open at the same time.... lets say you are creating content and you have 3-4 programs open at the same time... lets say OS 2gb, simple programs and browser 1gb, adobe photoshop 2gb, premiere pro 2gb, after effects 2gb... so thats 9gb... and we need some extra memory when the program gonna actualy render or do something... so 16gb is ok.... I do not know how much memory some serious aplications take... so 16-32gb... the speed to my knowledge isnt too relevant, generaly you need to have enough memory... the higher speed will help with rendering, but not too much...

So why these components
well, lets say you are rendering a video (changing its resolution, format, etc)... the system is going to code/decode the data, write a lot, think a lot, the cpu will go full load for the duration... and it takes a lot of time, so good cpu is requiered. You can you something as weak as an i3, but good luck getting something done, if the program wont lag, then the rendering will take a shit load of time. So starting from minimum i5 going up to i7 or even high end xeon.

Dont want to get too detailed into how the program works and why the video cards... but basicaly the denser the video format, the more the effects on it, the stronger the card you will need to play it back in the program (without lagging out and such)... the geforce gtx line is basicaly good for basic video edits... I dont know for sure what that extra feature on a titan does, but whatever... the quadro series supports 10bit colour monitors and is also used for some serious aplications, like 3d programs, animation/effect creation and so on.
