Experiencing SEVERE framerate drops in all games, need help!

Hey everyone, my roommate is running a custom built PC, with specs:

Windows 7 x64 Home Pro OS,
ASRock Z77 Extreme6 motherboard,
16GB RAM, Intel Core i5-3570K CPU @ 3.40GHz,
GPU is Nvidia GeForce GTX 670.

Recently, he got Skyrim on Steam purely for the mods, and he went a little mod crazy. I'm not sure which mod was the last he downloaded. But, one night, his game was working fine-- we had previous errors with some mods, but we uninstalled them and everything was back to working order-- but the next morning, every game of his (not just Skyrim) experienced HUGE frame drops, probably down to the 5-10fps range. Games that used to run on high/ultra graphics settings with buttery smoothness stopped working-- even at the lowest graphics settings, the frame drops are noticeable (those less so than on highest settings). And these are constant-- they don't dip or increase, and are not affected by movement (as in, the games are always laggy, no matter what inputs we make; making inputs seems to have no effect on the lag), and it happens when he uses the mouse or just the keyboard. All input has about a second of lag behind it. He says that the performance issues might even extend to other computer use, like web-browsing or something, but the effects are only noticeable when playing games. I haven't noticed any performance problems outside of the games.

I did a lot of work for the past couple days trying to fix his computer-- physically cleaned it, checked everything. We thought it might have been a virus, so we got Spybot Search & Destroy and AVG Free and (AVG had trouble installing, but long story short, we got them installed successfully) ran full computer scans, and we cleaned any problems they found, and the lag still persisted. We fully deleted all Skyrim data, mods and all, and no luck. We fully uninstalled Steam itself and reinstalled it (we didn't delete the games, just moved the SteamApps folder before we started uninstalling it, then moved it back once we were done), to no avail. We clean-installed new drivers for the graphics card; no dice. Unfortunately, he doesn't have any games that aren't connected to Steam, so we are unsure if this is a Steam problem or general computer problem. We both are reaching our wits ends with this stupid lag-- we really hope there's a simple solution that doesn't include wiping the hard drive or something... but we are getting desperate.

If anyone has any ideas, I'd love to hear them! We've both read many articles about a lot of similar problems, but none have had the exact same problem as us, and none of the relatively simple fixes have worked. I hope I've given enough info, but if not, just let me know what you need and I'll see if I can figure it out. Even though I put his computer together and can fumble through system files, I'm not actually a PC professional, so please give me instructions or link a guide. Thanks!
 
is the gpu in good working order?

if for some reason its not and instead the system is using integrated onboard the cpu that would explain a drop down to 5-10fps.

run some benchmarks and diagnostics.

of course thats not the only potential cause.

also, check your ram out while you are at it with memtest

Make sure that you have the dedicated graphics card selected as the primary GPU. You can do that through the BIOS or the Nvidia drivers.

Also, the game is not at fault. It would be graphics drivers or the GPU itself, so don't waste time reinstalling games.

The graphics card is in good working order-- everything works fine outside of games (eg, the nice Windows 7 transparency, Youtube videos, HD wallpapers, etc). And, it is the primary GPU.

How would I run benchmarks and diagnostics? I have seen something about diagnostics when I press F8 on startup and select "Repair Computer Problems", but when I select that, the USB ports all go out, so I am unable to input any more directions (the next screen that pops up asks what type of keyboard I want to use, but I can't move the mouse or input any keyboard commands; this happens in multiple USB ports).

I will try my best to use Memtest to check the RAM tomorrow morning-- but it doesn't really strike me as the problem, since I can do so many other things at once without a problem (eg, multiple tabs open in Chrome, high quality Youtube videos, etc). The lag only seems apparent in games. Also, there are four sticks of RAM-- I'm not sure how it works, but if one stick burned out, the other three would still give me 12GB total.
 
you cannot go by windows acting fine as meaning the gpu is working fine. onboard graphics can do HD backgrounds and youtube videos. i'm not sure about transparency though. this is why i wanted you to check if it was up to par by running tests.

by benchmarks and diagnostics what i am referring to are graphic card benchmark programs that you can find on the internet. 3dmark, gpu-z and the like. basically a stress test outside of games to see if your graphics card is working. it may also point towards where the issue lies...

agreed, however if it passes you can write that off as okay.

also, when you started having issues did you just get any new programs installed, new windows updates, new drivers or new graphics card driver updates? are you using the newest graphics card drivers?

Alright, I figured out-- but now I feel foolish. I should have mentioned that his computer had dual monitors-- the lag problem was eliminated if the computer only uses a single screen (which, by some luck, happened to be the secondary monitor, which I'll explain in a moment). So, I figured out that his primary monitor was plugged into the motherboard, whereas his secondary monitor was plugged into the GPU. Something must have happened where either his primary monitor was unplugged then replugged in the wrong place, or his primary monitor was changed to the one that was plugged into the motherboard.

I ran tests with Memtest and 3DMark, both returned good results. Thank you all for your time! I'm sorry the answer was so simple, and I didn't see it sooner. I hope this lesson helps others, haha!

Yep, that's exactly it. I don't know why that wasn't the first thing I checked-- I don't know how it got plugged into the wrong area. Thanks again for your time and patience!
