That's a hard one. Apple skims your profits and you have no real option of going third-party, but apps designed for it enjoy longevity due to the consistency of their devices. I think the investment of time and effort is ultimately more rewarded in developing Apple, despite my personal opinion that they make ****.
I'd probably develop android out of spite and accessibility, but for the big leagues, Apple is the only way to go.

Forgive my ignorance (I've never really dwelled into it too far), but is this a suggestion for using web-based techs to deliver your apps, or can you actually use HTML 5 to code, say, an Android app for the Market?

Yup. Very small java wrapper that goes around it, and essentially calls a web browser but hides all the UI.
