Strange Fluctuations in CPU temperatures and fan speed

Hi all,

I have a totaly new computer:

i7-4770, Fan: Artic Freezer i11, Motherboard: Gygabyte H87 HD3.

While just surfing the internet (typical news sites) I hear the CPU fan changing it's speed every few seconds (which is very annoying) , when I monitored the fan speed and the CPU temperatures (using HWiNFO64) I see lot of strange fluctuations in CPU temperature and fan speed.

See the following pictures (please enlarge them, and see the Min - Max values on the right side)

1. When nothing running on the background:

Is this normal ? What can be the problem ?

No, I never overclocked my CPU (I think you can't do that with i7-4770, only with the i7-4770K...)

The fan is new, and looks totally OK.

So... do you think that the problem is in the CPU ?

Couldn't it be a motherboard problem ?

I can check the power supply voltages using the 'HWiNFO64' application, what should be an indication for a problem ?

And how can the graphics card have something to do with the CPU temperatures ?

Is 1590 - 1762 RPM a normal speed to this processor (i7-4770) and cooler fan (Artic Freezer i11) at Idle and at web surfing ?

It sound too Noisy for a computer that should be very very quiet...
