No Display when GFX Card is installed

So I've recently bought new parts to build a new computer. Last time I built my computer it went smoothly, but this time I'm having issues.

When I start my computer with my gfx card installed, my monitor can't detect anything. The fan for the gfx card is running at a very low speed
When I remove my gfx card and power my computer the monitor works

I tried plugging it in both my gpu and my mobo. for my gpu slot i had to use a connector.

Is my gfx card defective?
Also my fans are not working either. This new case I bought has a ton of fans and they're all connected to this fan controller. I connected the fan controller molex to the PSU but none of the fans turn on.
