new computer or one that was working. if it an older pc that hanging. unplug the hard drive see if a failed drive holding up the bios post.on a new pc. use one ram stick and onboard video if it post fine see if your motherboard bios is out of date. put one stick in see if it post. if it does put the gpu in if it hangs it may be bad video card or bios bug.
