Depends entirely on what make and model of 450w PSU it is. a decent 450w will be enough, but a cheap crap one wont.

There's nothing particular there. In-Win I gather. Model IP-S450BQ3-3?

Lists In Win psus in Tier 5 - Replace Immediately with the comment 'In win (Despite some reputable reviews, they are known to fail quickly)'

So that's a big NO!!! Try one of the ones I suggested.

The GTX 680 draws around 17amps, so in theory you should be fine (according to the specs), however im not familiar with that brand, so I dont know how good it is.

Many will over state how much you need because many PSUs are crap. But a good 450 can run a i7 + 780 Ti no problem.
