i dont think OC'n your CPU is going to help much in most situations... as you're not going to be CPU limited with just a 650ti or 760 in most games.

if you're on a budget, the hyper 212 evo will give you adequate cooling at 4.0ghz

Theres no value in upgrading your motherboard. you gain no performance and just wasting money

instead, keep the mobo and move up to a GTX770... which maxes out most games these days at 1080p.

also no value in upgrading to 16gb of ram for gaming.
unless you do deisgn or run virtual machines, it's a waste of money.
stay at 8gb and get a 240gb ssd for $110-$120

No need for the 4gb versions of the gtx 760, if you want more VRAM get a r9 280x with 3gb vram for about the same price. If you want to stick with Nvidia then I would just go for the gtx 770 at that price.

For coolers, The Cooler Master 212 Evo is a good budget cooler ($30) but you would probably want a Noctua NH-D14 ($65) which is a much better cooler. They are big but should have no problems fitting in your case.

Sorry For Not Mentioning I Do A Lot of Editing So I need The Overclock And The Ram. I Am On A Tight Budget, About $400 - $450 For The Ram, CPU Cooler, And Graphics Card So I Can't Really Afford A 770. The Best I Can Do Is This Setup:
Ram: http://www.amazon.com/Crucial-Ballistix-PC3-12800-240-Pin-BLS2CP4G3D1609DS1S00/dp/B006WAGGUK
CPU Cooler: http://www.amazon.com/Noctua-Heatpipe-Bearing-Cooler-NH-D14/dp/B002VKVZ1A
GPU: http://www.amazon.com/EVGA-GeForce-Dual-Link-Graphics-02G-P4-2776-KR/dp/B00ENZRQ5U
