Graphics display problem

I am having this really annoying problem in all of my games. There is no possible way to explain it, so I just took this video so you could see.

My system
i7 930 @ 2.8GHz
12GB Ripjaws 1600Mhz Memory
2 Gigabyte gtx 660 (sli)
Alienware aurora motherboard
Windows 7 home premium x64
ASUS 144Mhz Monitor

I have tested each card seperately and they both do this unless I run on low settings but I should be able to play on high settings without a problem. I have a feeling it could possibly be my CPU or possibly my motherboard? I have tried just about everything, reinstalling, switching out ram, different hard drives, testing voltages, monitored gpu temperatures while running benchmarks, memtested my ram, run prime 95 for awhile. I just cannot figure out what in the world is wrong with my PC and I haven't been able to figure this problem out for months.

Watch towards the end of the video, there seems to be lick a brightness flicker on objects when I turn. Certain objects get brighter when I move (they seem to be the textures that are affected by anti-aliasing)

I had a similar problem on my previous system. The motherboard was faulty. Try borrowing motherboard from your friend or relative or test your GPU on their system.
 
ah rite it looks like you have a bloom overload...
have you updated your gpu drivers recently?, is it a recent issue?
can you run the screen at 60hz and see if you have the same issue... as the fps dont look that fluid especially at the beginning where he turns and looks at you.

Yes my drivers are up-to-date and no this isn't a recent issue. I have been having problems with this PC since I bought it at the end of 2010, only problem is that I am going to college and don't have any money at the moment to put in it. I have upgraded the gpu and ram since purchasing it and neither of those have helped. When I first got the PC I didn't know as much as I do now (certainly still don't know even close to everything now). But yes I have tried it at 60hz and still have the same issue. It actually is really fluent, it just doesn't look it because of that weird stuff. I have also noticed that some objects won't even appear in game when they were supposed to or objects disappearing for a second and reappearing.

All of my friends here (college) have amd processors so I will have to wait to go back home to test on my buddys computer because he has the same exact processor and I want to be able to test SLI.
 
have you tried looking for monitor drivers.
you could try switching the output gpu to the second card, then go into bios and make it the primary display device by setting the pci-e to peg 2 (just to test if its an sli issue)

have you tried removing 1 or the other gpu's? because it might also be a latency issue to the monitor, removing 1 card should remove some latency especially to a tn panel that tend to be less responsive at 8+ms.
