Computer stuttering in and out of games

Hello and thanks in advance,

A few weeks ago I was playing Borderlands 2 on my big screen plasma. I then moved the PC back into the computer room and connected to the monitor in there. I launched BL2 again and the mouse pointer stutters every five seconds or so, when this happens, the game freezes also. This appears to happen with other games also. Any ideas on how to fix this?

My specs:
Intel Core i5-2400 Sandy Bridge Quad-Core 3.1GHz (3.4GHz Turbo Boost) LGA 1155 95W

That is pretty much the only thing that changed but it's not just the mouse pointer stuttering, it's the games also so I don't think it's just a mouse issue. I'm worried I might have jarred something loose while moving it or that it's a overheating or driver issue. I have also made this switch several times in the past with no problems. I did recently rearrange the room a bit, I added some shelving and got a new desk which I moved to an adjacent wall from where the previous desk (and the computer) had been before. All in all the rig only really moved a couple of feet.

 
OK. Well, I'd re-seat the RAM and the GPU and double check all power and data cables are secure. Might run diagnostics on the hard drive too. Update drivers for sure and check for any running apps in the background and remove external drives just in case the system is busy trying to read a CD or USB drive. That's all I got without more info.

When you say re-seat the RAM, do you mean basically re-inserting it to make sure the connection is secure?

This might be relevant, since my friend built this PC for me in early 2012 I have occasionally had a different stuttering issue that is accompanied by a grinding sound. This is not the current issue but it does crop up periodically and has since the beginning. It really worried me at first but it always resolves itself. A friend said a wire may be hitting a fan or something like that. I remember it happening specifically while playing Tomb Raider but not frequently enough where I couldn't play and enjoy the game.

Do you want to know what my PSU is or just if it is securely connected? I plan on updating drivers and checking wiring and opening up the PC and making sure there isn't dust build up or wires in bad spots when I get home. Also want to check temperature.

I did make sure to shut down as many programs as possible like uTorrent and skype that run in the background but it didn't help.
 

Yes, pull RAM and video card and then put them back in. Just be sure to touch the metal case of the PC before you touch the components.

Quick update, the stuttering is more like every 1-3 seconds and it has occasionally stopped altogether as I try different troubleshooting ideas but it keeps coming back. Currently updating my video card driver and getting some optional windows updates.
