Auto negotiation problem PLZ help

Hey could u guys plz help me for this problem. I have a broadband internet connection but in torrent it's speed not getting up on above 800kbps but my neighbor has the same connection as I do (256kbps plan) so he getting speed above 3 to 4 mbps in torrent but I didn't get that .So I contact My Internet operator ,they checked & they say that in LAN status settings in configure there the option for speed & duplex which they change to 10Mbps full duplex to Auto Negotiation . Then the connection doesn't connect ,even the 100Mbps one is also not working .SO they say that my torrent speed is not increasing because its not connecting to the Auto Negotiation.
I want to know how to make it work.
PLZ guys help me I & my neighbor pay the same but he get much better Plz Plz Plz Plz Plz Plz Plz Plz Plz Plz guys help me........................ PLzzzzzzzzzzzzzzzzz

Then you are never going to get 3 or 4 mbps. Your paying for a limit of 256,000 bps. You're asking to get 4,000,000 bps. It's not going to work. Go call your ISP and pay for more bandwidth.

You stated you have a 256kbps internet connection. If that's the case, it's impossible for you to get 800kbps in torrent speeds. What's your real connection speed that you're paying for?

As I say my speed is 256kbps it's written on my plan
