Open With "%1" or "Unknown Application"

In windows 8.1, when i right click any image then goes to "open with" then "Choose Default Program" on top is the current problem its default "Photo Viewer" and below that is "%1" then after that is photoshop, internet explorer, etc. when i click %1, it reopen the "choose default program" with %1 on top as keep using %1. Another problem to it is that when i open an image in photo viewer then click file property, nothing happens. when i go to the image in the folder and right click it and click property the window opens as it should. i think it may be coming from a now removed software called fastpictureviewer codec pack 2.5 r6. it gave thumbnails and view accessibility to photo viewer when viewer by itself couldn't view. (tga, psd, etc.) i removed this application since it was the cause of the OneDrive app crash when i look on a couple of images. i thought to reinstall the codec pack to see if it's still there and it is. i was wondering if there is a way to fix this since microsoft method of sfc and chkdsk and new account didn't work (and they haven't responded after that for a while). i don't really want to reset my pc since i have my pictures there and music (refresh requires a disc i don't have).

all pictures*** are with photo viewer but the %1 is in the context menu when I select open with... >>> Choose Default Program. I found the "Unknown Application" in the method you requested. when I let png use %1 then closed out the second "Choose Default Program" to go the "set default program", it lists png is opened with unknown application.

would there be a way to "repair" windows photo viewer since file property still isn't working after the method. I tried regsvr but it gave a dll load but module load error.

***gif isn't checked under photo viewer (11 of 12 at default), however I putted it to photo viewer via the protocol listings. it opens in photo viewer but the image is still (win8 doesn't do multiple frames as I recalled). in "set default program" , gif still unchecked though
 
Double check the method I gave you, following every step exactly... if it doesn't work, you will have to run the System File Checker SFC /Scannow, or Repair install Windows 8.1 as nothing else will work... but try virus & malware scanns just in case some bug is causing the issue, and later repeat the method.

reselected photo viewer at default (gif still not checking, but is using photo viewer). sfc found nothing. dism checkhealth didn't found anything, but ran restorehealth anyway. lastly after 6 hours of doing a full scan finding nothing. the problem is still there. I cant repair windows 8.1 since I cant run usb on my laptop at boot. I cant enable launch csm even when fast boot and secureboot is off. there is no disk drive to use.

I picked up live photo gallery (and movie maker), which look like photo viewer (with a small edit feature). I click file then property and the image property open as it should. I was hoping it would fill a space that viewer was needing to open property but viewer still won't open property, also the %1 is there still.

I was thinking it might be a bug or something since a google search of "photo viewer repair" found a thread that even searching "%1 error" didn't even find. he has the same "%1" problem and 2 other "had this problem too". I just asked if his photo viewer is a problem too. his thread ending without a solution. I hope he'll be able to respond since last thread activity was a month ago.

If you need to reinstall Windows 8 from a USB, Plop Boot Manager may help you boot it even if the BIOS doesn't have USB boot support.. the simplest way of installing Plop Boot manager is from EasyBCD... it has Plop included and can install it from "Add New Entry" / BIOS Extender... After that insert the USB drive, Start the computer, select Plop from the dual boot, and Select the USB drive.

Well here's the results....
1) Malwarebyte antirootkit found nothing
2) after 9 hours, Malwarebyte found only 1 thing: an already quarantined loliport from my project64 emulator (it would install add-on junks from spigot and be difficult to remove). I had to call off the scan since 1 hour before the (force) cancelation, it got stuck on softwaredistribution folder and never changed. I clicked pause but would not pause then clicked cancel but the buttons got greyed and never stopped so I used task manager to end them. It may have come from an adobe update that cause an explorer restart. all I know is some time after the cancelation, my cpu was a max and felt like a badly fragmented disk, but it was roughly 5 percent fragmented.
3) ran a clean boot with not startups program/services but the problem was there.
4) disabled the hibernation causing 2 gb to be reclaimed but didnt resolve the primary problem
5) installed glary and cleaned registry, deleted shortcut and those kind of small stuff but nothing was gain, except a small speed up from malwarebyte. however something did caught my eye but in the end it was wish thinking that was false: in glary's context menu manager I found a thing that goes by "@%systemroot%\system32\bdeunlock.exe, -100". it's description just says
"File c:\windows\syswow64\bdeunlock.exe %1" I was hoping that disabling/unchecking the item would have fixed anything but I was disappointed.
6) ran chkdsk, sfc, and dism again and no corruption was found
7) cleared the prefetch folder
8) lastly ran the easy the easybcd community and installed plop then later a iso directory only to have both of them say the boot manager encountered a problem. the file was easyneobcd.mbr or something like that then state there was a missing or corrupt file. the program was roughly 2 years old.
The long scans are probably from the settings of the antivirus/antimalware that (for once anyway) run a full/deep scan.
 
I'd like to know if the long Malwarebytes scans are justified, so please answer these questions:
1) What size is your HD, and what size the Windows partition?
2) What are your system specifications?
3) bdeunlock.exe which is related to BitLocker (Windows drive encription) available in Pro and Enterprise editions of Windows 8 should not be an issue.
4) EasyBCD: it's a simple installation and setting to install Plop automatically, you don't to do anything else, what do you mean by "installed Plop then later a iso directory"? What ISO and what for?
5) I can't find information about easyneobcd.mbr... The idea was to simply install Plop and nothing more... did you use EasyBCD to rewrite the MBR?
6) The long Malwarebytes scans are probably not related to antivirus restrictions but may be related to permission issues, drive encription, corrupt or infection.

1) 500gb is the hd size. the windows partition (if you are asking how much windows can use) is 465gb (272gb free). most of the space is used by music, pictures, and videos.
2) asus laptop with i3 processor, 4gb ram (some used for integrated graphics)
3) I tried plop then had the iso copied onto the usb stick with a usb bootable drive maker. but gave me the error, so I removed plop then tried the iso directory to see if it wouldn't get the same error but it did. the error file is "autoneogrub.mbr". its status is 0xc000007b.
 
I wanted to know the HD and OS partition sizes as well as system specs to better understand the long malwarebytes scans... So, they are indeed abnormal.. 9 hours are way to long to scan 193GB of data... so there is definitely something wrong.

See if resetting default security permissions helps. Says it's for Windows 7 but should apply to Windows 8 as well.

After that's done, run a quick Malwarebytes scan and follow with a full scan no matter if anything is found or not with a quick scan. And if you haven't used a online antivirus, do that.. the purpose is that the installed antivirus may be compromised and would not find the cause, but an online virus scanner can't be affected by anything in your system.

Another suggestion is to try a System Restore without going through with it, just to see if it's been affected which would indicate a possible infection.. and if it doesn't run, you can disable it since it will not work again untill it has been reset, and disabling it would delete the restore points and any virus that may be hiding amont them.
