The label is if added up adds up to 600w and I was wondering of the PSU is capable of outputimg that and it also says 456w off the 12v rail so is the total output for the PSU 456w, 500w or 600w?

No, afraid not. The nameplate specs are simply saying that the various rails (circuits) can handle up to the wattage listed below their columns. But entire PSU is limited to 500W total. So (for example), if the +12V rail is near its max of 456W, the other rails will only have a remaining 44W of headroom left between them. An extreme example, but easier to understand that way.

So the 12v rail is 456w and the over rails make us the difference between 456 and 500w?

Yes, something like that.
Think of it this way... Each rail has a rated limit. But the PSU as a whole has the final call on how much it can put out in total.

The +12V rail will always be the workhorse of any modern PC. The other rails are vital, but less demanding.
