msi R9 290 stock cooler running hot

what's the harm in increasing the fan speed everyone keeps saying replace stock cooler with new cooler but I've increased fan speed by 20% ad running 20 degrees lower.

so my question what's the problem in increasing the fan speed a little?

This does not answer my question,

when I put load on my GPU it hits 90 degrees, I changed the fan speed from 20% to 40%
and it dropped to 70 degrees.

If you're talking about the reference cooler for the r9 290, there is no way that you can have does fan settings when putting load on the gpu. If you're having those temperatures when not doing anything special then something is wrong. Could you provide a screenshot?

My gtx 650 Ti is low as 25c 33c under load at 30% fan speed
