New build randomly dropping frames in multiple games

As the title says my brand new build is dropping frames in games like league of legends and Battle Field. It will run perfectly smooth then spike all of the sudden, then return to normal. I have all the latest drivers and my temps are not running high. I did notice however when the spike happens it goes from about 60% cpu usage to high 70's. Other than that I am completely out of guesses and can't find any answers from research.

I can assure you that LOL has problems with framerates when you buy from shop sometimes. It drops to 5 fps and gets annoying. About battlefield I have no Idea

This is a random thought but for my new build I had to go to the monitor settings in device manager and set the refresh rate to 144hz (default was 60). After that I went from 40-60 fps in LOL to 144 steady.

honestly its definitely something with the build, the frame drops are not suttle...like i mean it will drop to 5-8 fps for like 5 seconds

let's do some basics first to make sure nothing is in the way with any solutions we try to provide

Download and run SPECCY, copy and paste the first tab to show your idle temp

Remove whatever AV your using and go to www.filehippo.com and download Comodo or AVG (AVAST! been hacked so I don't recommend them anymore) and do a full system scan - this repeatedly has resolved alot of people issue relying on MS Essentials and Norton tends to get in the way of alot of programs it seems.
Download Malwarebytes do a full system scan (AV doesn't pick up alot of malware) - this resolved almost ALL other similiar posts to date as most had Malware the AV didn't pick up.
Repeat the AV/Malware scans till the system comes up clean.

Did you install all Windows Updates? Including options except BING? Check them and repeat till ALL are installed.
Download and run Slim Drivers, install all the latest updates but you don't need to reboot until you do the last update
Download MSI Afterburner and write down the FPS you do actually get IN GAME (it will display at the top) .

Let us know the results of all these steps, 90% of the time just these steps along resolves ALL the issues.

Once these are out of the way (as said they resolve 90% of the time) then you can remove the video drivers, download Driver Fusion or 3DGuru's Driver Sweeper to really remove AMD components, reboot and you will be in VGA mode, then download and reinstall the latest Catalyst (may want to scroll down sometimes the newer drivers are not at the top).

so i did all of your steps 100% and still when in game i can get up to 80 fps...then randomly will drop down to 20 for around 5 seconds untill it magically returns to smooth state

OMG YES!!! so apparently i hate to restart another time for slimdrivers to successfully find missing drivers, and of course it found my PCI drivers needed to be installed! completely fixed the issue thank you so much.

I feel like this should be a sticky because i ran across too many people with "fresh builds" with this problem i just think they're missing their storage drivers
