Yes, as long as it has gold plated connectors it will work just as well as a HDMI cable that is 5 times the cost. I bought a HDMI cable here in the UK when I bought my Xbox 360 (at release) for £4 and it is still working perfectly to this day.

A gold plated connector won't oxidise or corrode at all. Meaning they last a lot longer than their counterparts.

For $0.01 I dont think you can go wrong. Probably isn't the most durable of cables but as long as you just plug it into your pc and monitor then leave it that shouldn't be a problem. If you are going to be plugging/unplugging often I'd spring for something like this:
