Here is my build i am working on. so far i have the motherboard in the case with the processor / cooling unit, USB 3.0 & 2.0 plugged in, power supply screwed on and plugged into the mother board, RAM is installed too.

Essentially i do not have my HD or SSD or CD drive or my graphics card.. but i wanted to see how it sounded so i plugged in the cord to the supply to a wall outlet and attempted to start it and got nothing. Please advise if I need to finish putting everything in or if i screwed up, lol. Thank you

Solution
Two simple questions to start off.

1. Is the 8-pin CPU power connector cable plugged in?
2. Is the 24-pin motherboard power connector cable plugged in?

Check the manual for the required power connections for your mobo.

You can test if your PSU turns on without a load by shorting the Green and a ground (black) wire. If the PSU doesn't turn on when the green/black wire is shorted, the PSU may be dead.
