Performance drop after changing hardware and back.

Hello!

The story goes like this I have PC currently:

MOBO - 965P-DS3
CPU - Core 2 Duo E6600
GPU - Geforce GT 220
RAM - 4 x 1 GB
PSU - whitenergy 500W (12V1 - 18A; 12V2 - 18A)

I bought a video card GTX 660 and replace my GT 220, but then I realized that my PSU is to low with amperes after testing few games which showed that performance is even lower than with my GT 220.
So while my new PSU hasn't arrived I switched back to GT 220, but performance is the same as with GTX 660 - my games which didn't lag - now lag heavily.

What could be the reason? My PSU, maybe it got cranked up after GTX 660?

UPDATE.
I had a massive PC lag when downloading a movie - speed was relatively low - 3-3,5 Mbps. (usally it reached ~13 Mbps and PC usually got laggier but not that much as I had).
My HDD is SAMSUNG HD321KJ.

I think the temp is too high for that kind of workload (78C), but on the other hand I have changed the thermal paste about a month ago.

 
Solution
I cleaned PC and changed the thermo paste and it helped, the temperature dropped and everything is back again. Looks like month ago I had put on the paste lightly and crappy.

Yes, with Display Driver Uninstaller through safe mode I deleted all entries, drivers and folders than downloaded compatible drivers from Nvidia for GT 220.
