What is the best way to smooth out framerate in Borderlands 2?

I have an i5-3570k stock speed and stock cooler, a EVGA GTX-760 SC with the ACX cooler stock speed, 8 GM ram, ASRock Z77 extreme 5 motherboard, Windows 7 home premium 64 bit. OS and graphics driver fully up to date.

When playing Borderlands2 on max settings, I generally average around 50-60 fps, but during certain times, I get brief stuttering and see 20-25 fps. The scenario is high action scenes such as fights where there are multiple explosions and characters. The game is from Steam, with the Steam application running off my SSD and the actual game files running off a WD Black 1TB drive.

Is this a bottleneck related to game files loading, or CPU, or some other factor? Having task manager up on a separate window is showing memory usage max around 3.3 GB and a single CPU seeing the most load around 85% (other 3 cores stay around 30%). I had planned to overclock the CPU eventually when it became necessary, and want to know if this is that time.

I use the recommended settings from Nvidia's tool (for game tuning: nvidia experience maybe?) and I'm pretty sure it has physx enabled at the highest level, as well as other settings on the highest levels. When I try to run the game with the Precision-X tool, I sometimes get game freezes, and it was recommended I run the game without this tool up.

Same thing happened to me. I have a GTX 560 ti 448 (represent) and it helped when I used a mild overlock (from 797 to 850 on core clock). It it a largely gpu bound game in my mind.

Also PHYSX can reduce framerate because the big scenes require more processing power.
