With that PSU GTX 750 Ti will be the best option, though your CPU can handle even more

Would this be way better than intel hd graphics 2500 and would it work for PCI-E x16 2.0

WAY better. It can play battlefield 4 on medium-high at 1080p at 50+fps. Upgrade your power supply to the corsair cx500, and get a r7 265 if you can. Please upgrade the power supply. You don't need external power for the 750ti, but the 265 or r9 270 will be faster What is your budget?

I would reccomend buying the cx430 which is a 40$ power supply and then buying an r7 260x off of amazon, that's where I got the prices on but tiger direct and newegg also have awesome deals. If you could buy the power supply and save up some more, go for a cx430 and a r7 265, but if not
cx430 and r7 260x Might as well upgrade two components.

GTX 750 Ti will be tons better than Intel HD 2500 and will work in PCIe x16 2.0 without no problem.

750 Ti is also better performer than R7 260x in majority of games, and if you don't want to upgrade your PSU then 750 Ti is the best option for you.

It will play almost all games @1080p + Medium-High settings while still giving playable fps.

And don't get a poor-quality PSU like CX series for graphics card of high-power consumption (R7 265, R9 270,etc).

If you can spend up to $185 (after rebates) this is a good option:

PCPartPicker part list / Price breakdown by merchant

Video Card: XFX Radeon R9 270 2GB Double Dissipation Video Card ($149.99 @ Newegg)
Power Supply: EVGA 500W 80+ Bronze Certified ATX Power Supply ($34.99 @ NCIX US)
Total: $184.98
Prices include shipping, taxes, and discounts when available

If $175 is a hard max budget then this is a good one:

PCPartPicker part list / Price breakdown by merchant

Video Card: MSI GeForce GTX 750 Ti 2GB Video Card ($119.99 @ Newegg)
Power Supply: EVGA 500W 80+ Bronze Certified ATX Power Supply ($34.99 @ NCIX US)
Total: $154.98
Prices include shipping, taxes, and discounts when available

Obviously the r9 270 build is better graphically but it depends on what quality graphics you expect/want.
