PSU strong enough for my new card?

This is my PSU

I just got a Sapphire R7 265 card:

It's having issues and I want to make sure it isn't due to power issues.

Depending on how many other peripherals you have, you should be perfectly fine. If you have, say, 25 hard drives hooked to that PSU, then you might have an issue.

You have 3 - 18 amp 12v rails , that is more than enough power for your specs.

Since I like to learn things, what do I look for to answer this question for myself in the future? How did you make that determination? Just based on wattage?

The R7 265 only needs 1 - 6 pin and a quality 400 - 450 watt PSU , it's not a high powered card so your PSU is more than enough.
