Yes, you should be fine with that. Definitely low on the +12v side, but as long as you're not overclocking anything you should be alright. What CPU do you have?

Inter(R) Core(TM) i5-3470 CPU @ 3.20GHz 3.20GHz
4GB RAM ( I will buy +4GB 4x4 )

This PSU should work fine with the GTX650. Just make sure the GPU you buy requires a 6 PIN PCI-E power plug (which i think most GTX650's do anyways.)

Yeah you should be just fine. You can't really overclock that processor and the power supply will be enough. You sir, are good to go!
