Yes it can power it.

If it's the original VP650P & not the V2 (version 2), then it's not officially Haswell compatible.

This is all about when putting the PC into sleep mode, as non official PSU's can't handle the low power requirement under sleep mode. If the motherboard has the C6/C7 power settings disabled it's fine though, and you maybe able to disable it in the BIOS. You can read about it in the link.
