CPU frequency changed

I'm running a pretty old cpu

AMD Athlon 64 x2 5400+ 2.8ghz duo
and Asus Crossfire ii formula mobo

both about 5-6 years old

I tried to overclock it to get the most out of it, but when it was overclocked the pc would stutter so I reverted it back to defaults. On the systems information, my default ghz is now 2.81ghz and I still get stuttering effects now and then. I believe it's the extra 0.01ghz that's giving off the stuttering effect. Bus speed is 200mhz and multiplier is 14. Default settings but I get the extra 0.01ghz that causes stuttering.
I've lowered the multiplier to 13.5 and set the bus speed to 209 in BIOS, but on CPU-Z, it displays that my bus speed is actually 206.65. If I set the bus speed to 210 in Bios, the bus speed displayed on CPU-Z jumps to 210.37. The frequency ratio is totally off.

Is there anyway to reset the frequency ratio?

Tried flashing BIOs, didn't change a thing.

That is just normal freq fluctuation you are seeing. The CPU is running at its default speed. After resetting the BIOS, it would HAVE to be running at its default speed. Your stutter is due to something else. Is this stuttering in games? If so, what gfx card are you using, and what is the resolution of your monitor?
