PC turns off and on endlessly after installing new board

I recently bought an H77MA-G43 board, but after setting everything in place, it won't start up. The fans and LEDs work for roughly 15 seconds before turning off, and then starting again after 2-3 seconds. This cycle repeats until I turn the PC off. Additionally, there's no display on the monitor at any point.

It was working fine with a different board and card this morning (an IPISB CH and Nvidia geforce gt420)

Surely that wouldn't cause the above problem? If it was due to already having Windows, wouldn't I still at least get something on the monitor? And I can't see why it would cause it to constantly turn itself off and on.

I can't even get it to show anything on the monitor, though. It won't turn on any of the peripherals at all. I can't see any way to boot it in safe mode as it is right now.

As I've been saying, I can't do that because it doesn't boot. There's nothing on the monitor which stays in sleep mode, and neither the keyboard nor the mouse are turning on at any point, so I can't press any keys.
 
You might have to wipe the drive and load windows from scratch.

If you have the old MB you could boot with that and do a sysprep on the HDD so it would work with a different MB.

If you need files from the hdd you can load windows on another hdd and then after all the MB drivers are installed and BIOS set up, install the old hdd and you should have access to it.

I still don't understand how that would cause it to constantly turn off and on without recognising any peripheral or booting up at all. Shouldn't I at least be able to get to the BIOS, and surely it wouldn't constantly turn itself off and on without booting if it was just that?

Just disconnected the HDD and it's the same: I press the power button, it goes on for 15 seconds, then turns off, then on again for the same duration and then repeats the process indefinitely. Throughout the whole time, there is no video output, no audio output, no recognition of peripherals - nothing at all.

What PSU do you have (make and model)? Are both the 24-pin and 4-pin power connectors seated all the way down?

Did you clear the CMOS after installing the new CPU? Did you clean off the old thermal paste and install new? Is the CPU cooler snapped all the way down?

I have a Corsair CX750, I've cleaned off the thermal paste and applied new paste, and the cooler from my old motherboard was a screw-on one, so I had to take the bit off the back of my old motherboard and put it onto the new one in order to screw it on. Lastly, I can't quite tell how to reset the CMOS on this board as it seems to be quite different from the other one.
 
Take the MB battery out for 10 to 15 mins with the comp completely unplugged. That should clear the bios. Then you will need to boot into Bios and set it all up. Try with one stick of memory. As a matter of fact before resetting bios, try each stick one at a time in each slot and see if you can boot into bios and set it up.

Didn't realize that you had a MSI board. MSI has poor QC. This might be part of your problem.
