Internet disconnects on use after outage

My internet was working fine prior to a local power outage that occurred last Friday. Since then I have been having an odd connection problem. When run a ping test to google everything works fine; the connection has low ping and is consistent. As soon as I try to use the browse a web page or use the internet in anyway the Ping test spikes to around 3000ms for a few seconds and then I completely disconnect. The connection will eventually restore and the Ping test shows a low ping with consistent connection until I try to use the internet again.

I am currently with service electric and they believe it's a problem with a connection somewhere along the line. I won't be able to get it serviced until another week or so and I am a bit skeptical because the other people within my appartment complex have working internet. Could this possibly be an issue with my modem?

The modem is currently wired into my computer. I have also tried my laptop as well as another jack with no luck.

Any suggestions?

At the time of the outage the router was plugged in but I have been running my computer with just the router to eliminate the possibility of the router causing the problem. Can the same voltage issue apply to the modem?
