Intel celeron 430 normal temperature

What is the normal temperature of Intel celeron 430 1.8 ghz conroe-L.I am getting 63-71 degree celcius and no overclocking.Is it dangerous?.The intel site mentions 60 degree.I have replaced the heatsink and the thermal paste but the temperature does not change.Kept the CPU case open as well .What else can I do to fix it .Also my cabinet is a Mini ITX cabinet since it meant for budget work .

My specs:
Intel celeron 430 1.8 ghz conroe-l (back to stock heat sink)
P5GC-MX/1333 - ASUS
4gb hynix RAM
(old)Nvidia Quadro 570

Under 60.4c at the spreader is what Intel recommends as the maximum.

Opening your case could do more harm than good. Leave it closed as it would be designed for good airflow. Make sure you are not blocking your air vents and fans in the case and have good cable management. Keep it clean inside.

Thanks for the reply.Could it be that I have a small cabinet and the processor is not getting any air.The graphic card goes to 63 degree as well but it normal for graphic card.Even purchased a cooler master fans to let the air in and out.But is not helping either.How much of room temperature is required for a good functioning of the processor.Is room temperature must to be around 23-25 degree c for low processor temperature.

Although there has been no lag in performance.It is functioning beautifully but I know heating causes the processors life to be short.To be frank I have two celeron 430 and both have the same temperature.

The cooler your room temp, the cooler the PC will run. 21-24c is best otherwise you will need to wear a jacket.
