I'm playing Watch Dogs on ultra everything except Level of Details to medium to have good and stable FPS (playable). No Idea why but my friend with Asus r9 290 BF4 edition is able to play on everything ultra including Level of Details ultra.

Win 8.1 x64 with drivers 14.4 and 14.6 tested.

but it's not normal with better GPU to have lower FPS instead have better ^^.

No its not, but people with 2x gtx titans have been having trouble making watch dogs on ultra playable also, so you are far from alone.
Ubisoft has been repeatedly half assing their PC ports for a while now, watch dogs is just a particularly good example of ubisoft not giving a shit about pc releases.

i was looking for something like that but as far as i can see those mods lower the LOD but add some other features like bloom so that you cannot notice far object detailed ^^... whatever :) i guess it's problem from the game.

are you saying that the card is factory trash? if it is how i can prove it? is there any tests that i can see if the problem coming from the GPU?
