CPu: Xeon 1230V3
MotherBoard: MSI Z97 Mate (its cheaper then H97 board here)
Ram: Corsair Vengeance (8x1) GB DDR3 RAM 1600 MHz
Storage: 1TB WD Blue
Graphics card: Sapphire R9 290 Tri-X 4 GB
Power Supply: Seasonic S12II 620 Watts PSU
Cabinet: NZXT Phatom 410

do you think the R9 290 card will fit perfectly in Phantom 410?

The R9 290 card will certainly fit, but there are two things about the build I'd change.

1. Switch to x2 4GB RAM to utilise dual-channel.
2. Go for a 2GB R9 290 (unless you're gaming across multiple monitors or at resolutions beyond 1080p).

Which specific Seasonic PSU are you looking at?

Quite right, I was thinking of the 270 :)

The PSU may be slightly weak for that GPU; it delivers 48A and 576W on the +12V rail. I'd aim for around 62A and 750W.

The 620w Seasonic will do fine with a single 290. Using PC partpicker, wattage was only a little over 400w total with a 1230v3 and R9 290 equipped system.
