does the msi z97 gaming 3 have two pcie x16 gen 3 slots for a crossfire setup of two r9 280x

No. Per the specifications page:

Quote:

• 1 x PCIe 3.0 x16 slot (PCI_E2, supports x16 speed)
• 1 x PCIe 2.0 x16 slot (PCI_E4, supports x4 speed)*

• 2 x PCIe 2.0 x1 slots
• 3 x PCI slots
* The PCIe x1 slots (PCI_E1, PCI_E3) will be unavailable when installing an expansion card in the PCI_E4 slot.

1 x PCIe 3.0 x16 slot (PCI_E2, supports x16 speed)

no you can no have 2 x 16 on a 1150 cpu.the 1150 cpu has up to 16 pci express lanes.
a 2011 has up to 40 pci express lanes.
it has 2 pcie x16 so it will be playing on 2 x8

Yes, it supports PCIe 3.0 at x8 Crossfire rather than the slower x4, so no problem there.

If you add a third GPU, then it runs at x8x4x4, which isn't ideal.

guys i don't know why msi posted it like this but.
• 1 x PCIe 3.0 x16 slot (PCI_E2, supports x16 speed)
• 1 x PCIe 3.0 x16 slot this is the first pci express x 16
(PCI_E2, supports x16 speed) this is the second pci express slot x 16
but due to the possessor you can not have them running 2 x 16
if you have crossfire they will share the bandwidth.x8 x8
1150 possessors have 16 pci express lanes.

Where are you seeing it posted like that? Provide a link, please.. Generally, when manufacturers identify a slot as PCI-E2 (or PCI-E1, PCI-E3), they mean the second physical PCI-E slot, regardless of slot size (x1, x4, x16).
