Computer won't shut down completely

Hi guys,

I tried shutting down my computer last night. The peripherals turned off, and, when I tried to type or click, windows wouldn't start up - so it wasn't asleep. However, my motherboard lights and fans were still on. Could this be a problem with my power supply?

Sounds like it got stuck shutting down. Just hold the physical power button for 5-8 seconds.

It happened again. I even got a new power supply for my new gpu and installed it last night, so it's not the power supply. What else could be wrong?

Doesn't sound like a hardware issue, honestly. It could possibly be a mobo issue, but that's doubtful. Google Windows shutdown problems.

If it restarts completely, change the motherboard battery - the CR 2032. Otherwise I have no idea.

It's restarting properly. I'll try changing the battery. Thanks! I have a feeling it's my motherboard, 'cause one of my USB ports stopped working around the same time, and I think the culprit might have been a thunderstorm while I was at work - I had left my computer sleeping.
