Just a bit over budget.

Wait and SAVE, but also DEPENDS what games he is expecting to play High-Max settings with good FPS. Are we talking Watch Dogs, The Division, COD:AW and such? If so he needs to DOUBLE his budget (around $1200 after taxes) to get a system to handle it, and most like be a i7 with a AMD R9 or a Nvidia 760 or 770. Then there is the risk in a self build that if he messes up, that part is dead (like his cat rubbing his leg as he inserts the GPU - OMG!) he has to spend the money all over again on that part, they won't provide a replacement because he messed up (sold perfectly working, you damaged it, your fault your cost!), then all the upkeep and such he will have to do to keep the machine running smoothly (cleaning out the dust monthly, running weekly Malware scans, checking drivers and patches weekly to monthly, etc. etc etc.) that the COST and the EFFORT may not be to his liking. You may then want to consider going CONSOLE, either 'legacy' or NexGen as alot of the games are still being made (per E3 reports I just watched!) for PS3/Xbox 360.

Consoles is out of the question as he already owns one as i know and they peform like shit so just waste of money, building a pc is really simple and you dont need to run malware scans weekly first you never get any viruses unless you are dump and go on strange sites and download alot of stuff you dont know what it is.

Cleaning a pc is easy too and needs to be done maybe every 3 months and just take some canned air.

And he have a pc atm but its pretty old and slow not for gaming at all.

As I don't know you nor your friend,,, and considering how easy it was to make the ILoveYou Virus spread just because the emails said Iloveyou and people were total idgits... Given that most people dont' ever consider even 'moving' a PC much less 'opening up?Why would I do that!?!' telling someone they need to dust it our regularly is foreign language to 90% of people out there (just read the forums how many times simple dusting relieved the temp problems people were crashing on ). Again not knowing how techie he is as most people posting on here are totally lost on what 'Windows' actually is (Operating on who? wHat? ) the best suggest for many with nearly no budget for a good system that satisfies thier gaming needs is a console, no matter how you feel about them. So please just don't dismiss all this because your techie enough, while your friend just wants it 'To turn on and play just like I saw on Youtube' and not having a clue about anything.

Given his budget right off and having his 'tech friend' post to a tech forum, he fit perfectly into this description.
