This a good build for intense ultra graphics gaming?

Ehh, not really.
-The fx-4300 is a pretty weak CPU, you can get the fx-6300 for $10 more that is much better.
-A 64 GB HDD is barely going to fit windows and basic programs let alone games.
-The M5A97 LE is not a great motherboard, you would want at least the non-LE version or preferably the Gigabyte GA970A-UD3P at around that budget since it is one of the better mobos for the fx series CPUs in the 970 chipset.
-You do not need a sound card, the motherboard has built in sound that is pretty good
-The r9 280x is a good choice but will be held back by your CPU.
 
Get an HDD over the SSD. 1TB vs 64gb.

No need for sound card, dump it and get a better cpu and motherboard. If you want to go with an asus 970, get an m5a97 2.0 not the LE version or get a Gigabyte 970 ud3p like someone above suggested.

You don't need 2133Mhz ram, 1600 cas 9 ram is good enough, especially if its 10-20$ more expensive. Anything above that is just marginal gains of like 0-1fps I believe.

I only need the ssd to run the OS. I have an external hard drive I plan on using that is 500 GB

Running various programs/games off an external hard drive through a USB 3.0 port is going to be slow, like really slow. Its up to you if you want to try it but I would probably try to get an internal HDD along with the SSD if you can afford it.

External HDDs are good for mass storage of music or videos, not programs. The USB interface transfer rate is too slow to give a satisfying experience.
