MY fan rpms are really high?

Unless you're using a 1U server with 40mm fans, those speeds are false readings. If they are going that fast, you would know it from across the house, a batch of 40mm fans going 13k+ sounds like a small jet fighter ready for takeoff. Larger fans going that fast would be loud for only a short bit until they tore themselves apart, literally.

I turn off Turbo core during the summer (but in reality from late spring to early fall)

Right click on desktop -> AMD Catalyst Control Center -> CPU Power (under Power) -> Adjust
