I have an AMD FX 8350 @4.5ghz,
Asus 990fx rev 2.0 board,
and a R9 280x Toxic

I was thinking of getting another r9 280x Toxic, I currently have a corsair GS 700 watt power supply and I am looking for a good power supply that an run two of these cards in my system.

I don't think ill be getting a third or fourth so I don't need too much room for expansion.

More about : good power supply

With that setup, especially overclocked. You're probably looking at a PSU in the 800+ range, for the sake of efficiency curves.
Considering it will also be consuming quite a lot of power it would make sense to go for a highly efficient power supply, around the 80+ Gold or Platinum mark.

I'm a little bit biased since I have one, but I can recommend the Corsair AX, or AXi series. Namely the AX 860/860i.
If you have money to spend you could even go for the 1200w variant.

Second on the Corsair AX models. Anything from Seasonic, Antec, or XFX in that range would work as well. The extra money you spend on a good quality PSU pays off in piece of mind.
