Pc turns on than quickly off

I just got my motherboard back today after I sent it to be repaired by Asus. The issue was that DIMM A1 &A2 were defective and didn't recognize any ram in them.
Now the memory is recognized, but when I boot up and set XMP to profile one the system simply boots up and shuts off with it going through its Qcodes as it's supposed.
On the off chance the system boots and goes into the OS and then shuts off by itself.
Yet right now all it does is go through all the Qcodes and stay at error code: 99 with the BIOS logo on the screen and then it boots up to the Windows logo loading and then quickly shuts of and then turns on/off by itself.
For further background I've spent the last few hours clearing the CMOS, doing memok, took out the CMOS battery once for 5 minutes, & have switched the PSU off until everything shuts down. At first I tried overclocking but that just made me crash, even with the automatic AI Suite overclocking. Everything is plugged in and seated correctly.
As I write this in stuck at the bios logo with error code 99.
What now?..
If I leave the CPU at stock and memory at stock what was the point for paying extra to have the option to overclock and go faster?
The new memory I'm using is 32GB G.skill trident X 2133Mhz
