Buying a new PC, need help please

So i find this PC and im going to buy it:

Intel i5 4440 3.1 GHz
Intel H81 MoBo
AMD Radeon R9 280X 3GB DDR5
8GB DDR3 RAM
1TB HDD 7200 RPM

My questions:

1) On how much FPS will this run CS:GO on 1600x900 with everything on low or very low?
2) Is this a good gaming PC?

1) Probably between 500-700 FPS... seriously, that card and CPU are way overpowered for low settings on a game like CS:GO at that res... you can probably get like 300 FPS on max settings at 1080P
2)Yes, very good, and probably overkill for your resolution

Keep in mind your monitor must be a 1920x1080P monitor first, this isn't available to every monitor.
