Would a dead PSU's fan still spin?

So my desktop has been out of action for a while. It turns on for like 4 seconds and then cuts out, doesn't even POST. The PSU's fans still spin when I turn it on. Could the PSU still be dead. Another note is that when I remove the ram on boot, there are no beeps suggesting the mobo is dead. I just want to make sure it is the mobo and not the PSU. So could a PSU's fans still spin after dying?
 
Solution
Seems unlikely that the FSP unit failed. Connect two fans to it as i've said. One to 5v output and another to 12v output. If they spins then its most likely the mobo.
