PSU can't handle the 280x or something else?

Hey guys,

So a few weeks ago I made a post regarding no display on my 280x -
My previous thread is here which has what I did for testing http://www.tomshardware.co.uk/answers/id-2159833/lost-monitor-signal-picture.html.
I HAD display, and then all of a sudden when I turned my PC on, no display - lights spin etc.

Have already tried the solutions on the 'no post, no beep' thread and no changes so eventually I figured the card was faulty and I sent it back.

The called me yesterday, and said they're gonna send me the same card back because they're getting display on all ports (my friend who works there also confirms he saw it running), though I never saw it myself. They said even if they RMA to Sapphire directly, they'll probably send the same one back also since..it's working on their test systems.

That leads me to my power supply...
In my testing, that was the only thing I didn't have another one of, and my friends PC are all lower end (inc their PSU), so..don't wanna risk blowing up their PSU by plugging my card into their rig.

So my PSU is a FSP Aurum 750M.
When I bought it, it had pretty good reviews but since then, I see that someone on Newegg also said the PSU died after he upgraded his GPU.

I really don't wanna get a new PSU if I don't know if that's the issue or not - we get charged a 35% restocking fee on all returns so it's not ideal, and a quality PSU (thinking Seasonic X series) is about $250.

My current rig as it stands is

FX8350
M5A99X EVO R2.0
FSP AURUM 750W
Sapphire 280x Toxic (my old 560TI works fine if I put it back in)
Corsair LP RAM 16GB
120Gb SSD + 256GB SSD + 2 x 1TB storage

After reading my old post and the results from sending the card back, is it highly likely that it is my PSU just not delivering enough power?
The 560ti uses a lot less power I believe, and yes 750w should be enough, but the 280x cards need 30A on 12V rails, and not sure what mine delivers (4 rails - 18A each).

What do you guys think?
 
FSP is a major psu oem supplier. They make decent products.
The specs on your psu says it can deliver 60a; more than enough.
Looking at the newegg feedback, I see several reports of failure on your particular card.
I see lots of problems with other R9-280X cards.
I would suspect your card is defective and should be returned.
If "they" is a local shop that you bought it from, I might be a bit suspicious.
I would send it to Sapphire and see what happens. Make a record of the serial number to see if they return the same card to you.

In the mean time, can you try a similarly powerful card like a GTX770 or GTX780 in your rig?

Yeah, the shop is in a different city to me, but generally the highest regarded store we have in NZ and have been trouble free for all warranty returns before this one.
Sending away to Sapphire costs like $50 minimum for shipping cause of weight and our stupidly high post fees hence I've been so hesitant.

Not sure where I could get hold of another card like that, don't really have any friends that have similar performing cards but I'll ask around.

Hmm kay.. so I decided to just buy another GTX 770 anyways in case the 280x doesn't work.

GTX770 works great in my PC.
Reinstalled the 280x and still no picture.

Asked the shop I bought the 770 at to install my 280x in their system (so I can see it working), and sure enough it boots with no issues on their PC -.-?

So.. not sure what it is.
