PC Build : $ 600 to 700 Budget Build Need Help

Hello,

I'm looking into purchasing or more building a pc to fit my gaming needs. This is my first attempt at building a pc so I'm kinda new. My budget is 600, but I am willing and can push it to $700 max. This budget is for the pc only as I've assume I'll need $280 or less for peripherals.

My goal is quite simple, I doubt with my budget I can be on par with the ps4 or beat it atleast and I hope that this budget can outperform last generation of consoles ie. Xbox 360 and PS3. In short, I'm looking into a pc build that will give me either of the two options. First option is outperforming xbox 360 and ps3 or second option is being on par or close to the ps4 in terms of visuals and performance. In saying that, I've havent got around to searching for parts as of yet, so I searched and found this site to get some help. Any help would be useful and appreciative.

As for parts, I'm looking at a whole pc. Meaning everything from the cpu to a wireless network card and in between(Win 8.1 OS). Keyboard, mouse, speakers, and monitor I decided to set aside about $280 for that. In short, I'll need some help with getting a proper and optimal build together for my budget. Also, apologies for the long post.

EDIT: Forgot to add, games I plan to play are Skyrim, Borderlands 2, Xcom Declassified, Mirrors Edge, Mass Effect Trilogy, Witcher 2 and 3 to name a few among many games I desire to play.

Settings, I'm not to picky on this one. The highest would be high, lowest being medium. But I am willing to make adjustments.

should play all games on medium and most games at high. some at max
