Bootmgr is missing

is there a way I can get past" Bootmgr is missing", I press Ctrl+Alt+Del and I get the choice of F1 to continue or F2 for utilitiy. When I press " F1" it take me back to bootmgr is missing

windows 7 It was a discarded by someone who got a new laptop, I tried the factory restore. I had done it once before and it worked

that's sound about right, during the installation I had a power surge, what can I do about it.

just reinstall the operating system then it will come normal....
