I have applied too much thermal paste, and it has overflowed onto the small circuit board that surrounds my CPU. I removed most of it, but i am unsure if I have damaged my CPU.

Solution

As long as none of it got into the cpu socket pins you can still salvage it. Be VERY VERY diligent and clean it all, a little rubbing alcohol might help. Try to not power it on untill you are done. But keep in mind that the board is laquered so the paste should not break anything unless it is on other components (caps/ pinnouts etc.)
What TIM is it .... non conductive does not mean "safe"

http://www.arcticsilver.com/as5.htm

Arctic Silver 5 was formulated to conduct heat, not electricity. (While much safer than electrically conductive silver and copper greases, Arctic Silver 5 should be kept away from electrical traces, pins, and leads. While it is not electrically conductive, the compound is very slightly capacitive and could potentially cause problems if it bridges two close-proximity electrical paths.)

CPU is most likely safe but if it's sitting on solder points outside / around the CPU socket, I'd make sure to get it off .... best product for that is

http://www.frozencpu.com/products/13256/thr-106/Indigo_Xtreme_Clean_Non-Conductive_Thermal_Surface_Cleaner_-_30mL_XC-01.html

It has a higher solvating power than isopropyl alcohol, also includes emulsifying cleaners, and unlike alcohol leaves no residue.

It can be a pain at first,my brother fucked it up the first time too (we only had to clean off the cpu and repaste thank god) and i was watching him and instructing him having installed one myself previously. But with the fans off and the computer on its back it just sits there on top of the cpu even before being screwed down so take your time and relax.

No it's not just you .... in the last 18 months I have done 3 MoBo replacements for users who added a Hyper 12 to their system.....one cracked the MoBo, by overtightening, the 2nd I think did the same thing .... no physical cracks could be seen but I suspect circuit traces in the MoBo were broken and the 3rd I dunno what they did but it had goop traces and smudges around CPU.

As I said in my 1st post, make absolutely sure you got all traces of the stuff off any exposed contact points before re-powering.
