Recently I've tried to install the gtx 750 in my computer but it froze on the blue splashscreen. Now I'm trying to find a new graphics card that will work for sure. My specs are 500 watt 40 amps at 12v rail 80+ bronze evga and core i5 2400 3.1ghz cpu and 8gb ram

Then it's possible the bios in it is even older, prepared in advance and then 3 or 6 months sitting in warehouses before it was purchased, but if you have easy access to return the 750 and buy the 7770 it's worth a try.
It will, as well as any video card will. You are doing something wrong. If you have the monitor plugged into the video card before you start it up it should switch to it, but there's also a small chance you may have to choose the monitor output in the bios for the pci-e card.

---"HP/Compaq:
With new HP computers either press F10 to get in the BIOS, or the Escape key to bring up the Startup Menu then select Computer Setup or BIOS Setup. There’s a menu on the Advanced mode side for “Security”. Under “Security” there will be a "Secure Boot Configuration" menu where you would want to disable both “Secure Boot” and “Fast Boot” and then enable “Legacy Boot Support”. When the options are set hit F10 to save and exit out of the BIOS Setup. The system will reboot and ask you to enter in a passcode to confirm changes. After the system boots into Windows go ahead and shut the system down and install the graphics card as normal. The graphics should now be displaying through the video card.---
