low fps in BF3

I am getting low fps in BF3 multiplayer (1440x900, settings AUTO) what is the reason? GPU or CPU? will overclocking or upgrading to c2quad helps? (i cant upgrade ram, only 4gb supported by board)
specs: Intel c2duo E7500, 3.0ghz, ASUS P5KPL-CM, 4GB DDR2 800, 1GB RADEON 4890 256BIT DDR5
all i play is multiplayer like dota 2 and bf3 i just want playable fps(50~60) in BF3 i don't want to upgrade to core i series system currently (limited budget) ANY SUGGESTIONS?
 
To the OP: upgrading to the C2Q will most certainly help, a LOT. If you can find one used and very cheap, by all means get it. A friend recently upgraded to the same CPU, able to play even BF4, no issues. He has 270X, granted, but still, you are heavily bottlenecked by your CPU. Need more cores. Also, BF3/4 just LOVES more than 4 GB of memory, but you can get away with 4 if you have to ;)

EDIT: I'd like to add that this graphics card you have could use an upgrade. Even Geforce 750Ti would be faster (although not by much), but it consumes 3x less power. Even better, get 270X if you can afford one. But first, the CPU. It is the priority here.
